I prefer to have my PC clock set to GMT/UTC all year, yet the
time sync sets my clock to BST or other daylight time zone in
the summer, How can I fix this?

There are 2 GMT settings, one for GMT/BST (UK) and one for
GMT Casablanca, set it to casablanca for GMT all year if your
PC uses GMT/UTC all year. You do this in the windows control
panel, under "time/date" or Regional settings. It allows you to
tell windows what time zone you are in, so if you prefer
GMT/UTC all year around, set it to GMT Casablanca, and
windows will instruct all windows programs that is the
timezone you are using.
